Perdue pushes legislative agenda in Georgia
MACON, Georgia -- Georgia Gov. Sonny Perdue announced Tuesday he plans to push legislation to toughen the Georgia state's child protection laws and make it a crime to operate a methamphetamine lab in the presence of children. On the first leg of a four-day, 14-city tour promoting his agenda for the legislative session that starts Monday, Perdue also promised a push to create more jobs and help law enforcement track missing children through the state's version of the Amber Alert -- known as Levi's Call.
The Georgia governor offered few details of his proposals, but told a crowd at Macon City Hall that parts of his child protection legislation would target "reckless caregivers," as well as meth lab operators who put children at risk.
Later, Derrick Dickey, a spokesman for Perdue, explained that the governor views meth labs as a threat to children because many small manufacturers operate out of their kitchen or back yard.
The methamphetamine problem was highlighted in a November and December Atlanta Journal-Constitution series. Though meth has long been illegal, its use in recent years has increased dramatically. In the federal 1999 fiscal year, local Georgia police reported 29 lab seizures to the Georgia Bureau of Investigation. In 2002 they reported 395.
One reason for the increase is a new, cheap way to make the drug using items from a farm supply store or pharmacy.
Dickey said Perdue also would ask the Legislature to offer legal protection to media outlets that broadcast missing children alerts. Some news organizations worry they could be sued if they broadcast information about a potential crime that proves false.
In Macon, Perdue found a friendly crowd that included about two dozen fifth-graders carrying miniature American flags and patriotic placards. One of them read: "Sonny Perdue We Support You."
Outside City Hall he was greeted by a handful of protesters angry that a March referendum on the state flag will not include the option of returning to the 1956 flag with its Confederate battle emblem.
After leaving Macon, the governor traveled to LaGrange and Columbus. The tour continues through Friday.
On the job front, Perdue said the state would be cautious about offering financial incentives to new or expanding businesses without receiving a strong commitment. Last year officials were stung when DaimlerChrysler backed away from a plan to build a large van plant outside Savannah. "As we've seen, offering the moon and stars does not guarantee a heavenly relationship," said the governor.
Perdue promised to work in a bipartisan way with the Legislature, which remains divided between a Republican-controlled Senate and a Democratic House. He appealed to the public to back his ideas.
"If there are any obstructionists who seek to stand in the way for the sake of partisanship, I'm going to count on you to send them a message," the governor told the audience. "I don't care which side they're on."
The governor also touted his proposal to give teachers, who got no raise this year, a 2 percent pay hike in the fiscal year that starts July 1. Counting step increases, the governor said, about 75 percent of public school teachers will see salary increases of about 5 percent. Drug Rehab by County
